Description (partial)

Symptom:
BGP NSR  not happening because ipv4 unicast table version  is bumping aggressively.
Table version is  bumping because route download to RIB is failing. We see attribute download errors increasing. 
Most likely RIB failure is due to attribute id not found during route download.

Conditions:
bgp attribute-download command is enable & lots of route churn is observed 
router bgp <as-number>
 address-family ipv4 unicast
      bgp attribute-download

bgp routes that are churning are multi-path (either E/UCMP and or bgp backup paths).

This is platform independent issue, and can be seen since initial support for "bgp attribute-download"
