Description (partial)

Symptom:
four cases:
1) MONTE: Missing AVP Monitoring-Event-Config-Status and AVP Supported-Services in IDA with MONTE type = current-location 

After fixing CSCvu70881, we tested in the Lab and see that AVP Monitoring-Event-Config-Status as well as AVP Supported-Services are still missing in IDA from MME.

2)  MONTE: Service-Result-Code 5515 in ISDA with MONTE type last-known-location 
Code 5515 as if something went wrong in T6a interface.

3)  MONTE: Delete MONTE not working

4)  MONTE: SCEF-Reference-ID incorrect value in ISDA

AVP's Monitoring-Event-Config-Status and Supported-Services missing  when ASYNCHRONOUS IDR was received
Service-Result-Code  in AVP 3142 was copied incorrectly when Monte Event was deleted due to Max Number of Reports reached
Service-Result-Code  in AVP 3142 was copied incorrectly for MONTE Delete received in IDR
SCEF-REFERENCE-ID was sent as ZERO as part of AVP 3142 in IDA instead the SCEF-REFERENCE-ID for Deletion received  in IDR
