Symptom:
data out of sync between IM (interface manager) and FIB (or CEF). An interface may be found in 'show cef interface <name>', but not in 'show im database interface <name>'

Conditions:
This is more likely to occur when interface breakout mode is enabled. When a high bandwidth interface, like FortyG Ethernet interface is momentarily created, then quickly deleted, in order to create 4 HundredG Ethernet interfaces.

Also, it also requires multiple back-to-back LC reloads. It can only happens on the remote LCs, ie, non-reloading LCs, when this sequence occurs,

1 - interface create, ie, configured
2 - hardware programming failure happened in FIB
3 - FIB goes into retry
4 - interface delete, ie, unconfigured, before retry succeeds, then we hit the issue. Otherwise, it's fine.
