Description (partial)

Symptom:
Load balancer should forward all the TCP connections to the other IRP normally.
This changing purpose is that, for primary IRP, let the INVALID packet enter into Iptables FORWARD chain then forward to the secondary IRP and for the secondary IRP, let the INVALID packet enter into the iptable INPUT chan.

Conditions:
With existing rule, we have conflict between LVS and iptables. This causes connection problem in peak hours where all available connection ports on IRP2 are consumed.  IRP2 becomes inaccessible.
E.g number of connections on IRP1 is 362, but on IRP2 is 11604
