Description (partial)

Users are able to save routing strategy without any queue assigned in the User profile "Access Rights".
That creates blank vteams in call control destinations.

How to reproduce the Issue :

1) Create a routing strategy for EP and Queue.

Entry Point : Entry Point-1

Queue assigned : Queue-1

2) For users with Administrator User profile "Access Rights" flag is set to  "ALL" for all modules.
Users with Administrator Profile we are able to edit and save the routing strategy.

3) Create another user with Supervisor user profile where the Access Rights is set with no access to Queue-1.
4) Now, Supervisor User has access Entry Point-1 and can edit the routing strategy. However since the user doesn't have access to Queue-1 under Access Rights "Queue" module, agent will not view the queue assigned in the routing strategy 
5) However user is able to save the routing strategy with queue field being blank in the routing strategy as there is no validation in place.

6) If we validate this RS further with administrator login it shows that queue field is blank in routing strategy.

7) This is 100% reproducible.

8) we have validation in place in R10 for a similar scenario.
