Description (partial)

Symptom:
A GLC-TE gig REP interface start flapping randomly and frequently due to port down,
but not on all GLC-TE interface.

This issue will be seen on SFP-10G-SR-S SFP as well, after reload, SFP optics issue could happen due to I2C bus busy error logs in node.

Conditions:
Issues has been reported at:
Platform: ASR 920
Software: IOS-XR 16.9 and 16.12.

Interface insert GLC-TE (CU-SFPs)
Or other 10GE SFP like SFP-10G-SR-S.
