Description (partial)

Symptom:
C9407 VSS devices, after boot up, found one slot in standby device does not come up. 
'show module' shows the module status is 'ok', but 'show platform' shows the line card status is inserted (physical). 
Below traceback code will generate at the same time.

This issue only occurs with single power module with 110v AC.
