17.4.1:flex: CCKM: CCKM supported devices(8821/Zebra) unable to connect in standalone

Flex (Local switch, Central auth, local assoc, fall back enabled, CCKM enabled,  11r disabled)

Problem Description:
On CCKM enabled WLAN, CCKM supported devices(8821/Zebra) are unable to connect in standalone.   Pls refer to bug CSCvv25787 for details.  This is consistently reproducible.  

Reproducible:  Yes, consistently reproducible
