Description (partial)

Symptom:
"ip tcp adjust-mss <mss>" command is automatically configured on cellular interface based on mtu advertised from cellular provider. There are two issues with current behavior:
1. If user manually configures tcp adjust-mss on the cellular interface, it will change back the mss based on mtu of provider on the next cellular interface flap
2. If user configures mtu on the cellular interface (lower than provider), the tcp-mss is still configured based on mtu advertised by provider.
