Description (partial)

Symptom:
One or more controller in APIC Cluster may be seen in data-layer-partially-diverged state.
Many dbgr shards may be found with no leaders or non-optimal leaders.
Process dbgr will be seen crashing repeatedly.

Conditions:
The behaviour is typically found in scaled fabrics. This is caused because of the the atomic counter data from the nodes runs the process out of memory.
This is also seen in a scenario where one or more controllers in the cluster has a degraded SSD.
