Cisco Bug: CSCvv41172 - EPNM 5.0 Upgrade: lots of reports show Saved to xxx.csv but not data to download

Description (partial)

Symptom:
In MVP’s BnR Upgrade: Gale 4.1 FCS -> 5.0  I-109 setup, I see lots of reports show ?Saved to xxx.csv? but not data to download.
For example, go to IPSLA Graphs Report, click to open IPSLADelayBackward_1hr_ROOT-DOMAIN, You can see below I enabled its Scheduling to export csv from 2020-08-12 07:27 AM every 1 hour.
However, in its Scheduled Report Run History (via clicking above Red circled button), you can see from 08/12 to 08/17 it only has below 5 records, and three of them are displaying ?Saved to …csv? but no data in Download column. (I keep the Report data Retain Period as 7 days as default, didn’t change it.)
