Cisco Bug: CSCvv40631 - Catalyst 9606 40Gb port bounce when DWDM failover

Description (partial)

1.- Every time there is a fiber failover in a DWDM ring topology to standby path by removing the active link, the 9600 interfaces facing the DWDM devices, causing the line protocol goes down for around 2-4 seconds.
2.- The issue has been seen with 40Gb, 100Gb is not affected.
3.- Cat9600 shows the following logs as part of the issue:

%LINEPROTO-5-UPDOWN: Line protocol on Interface FortyGigabitEthernet*, changed state to down
%LINEPROTO-5-UPDOWN: Line protocol on Interface FortyGigabitEthernet*, changed state to up

1.- Cat9600 interfaces should run at 40Gb
2.- DWDM ring fail over must occur either manually or automatically
