Symptom:
Issue description :

1)Create first location  as ?test4? and second location as ?test5?

2)Now add ?test4? as between location in location configuration page of ?test5?

3)if we send the getLocation request for ?test4? below response will be returned :

4)If we do the update of ?test4? by changing value of ?videoBandwidth? as 386 (shown below) we will get the success response but value will not be updated in UI.

CUCM 11.5.1.16097-1 using AXL updateLocation to update the video bandwidth.
