Cisco Bug: CSCvv39760 - CUBE does not offer all SRTP ciphers during media renegotiation

Symptom: Secure SIP to SIP call via CUBE. when internal side initiates hold/transfer/conference and media renegotiation happens, CUBE offers only previously selected SRTP cipher instead of all supported ciphers. This could lead to call drop if a phone model support new-generation ciphers and AEAD_AES_256_GCM will be selected by default. If the IP phone puts PSTN side on hold, Media regenegotiation to 'inactive' is successful; when CUCM sends DO re-INVITE to CUBE to connect media to MoH device. CUBE replies with 200 OK with SDP offer, which contains only one previously negotiated cipher (AEAD_AES_256_GCM). As CUCM MoH devices do not support that cipher, SRTP is failing and the call is dropped by CUBE. Conditions: Phone model support new-generation ciphers and AEAD_AES_256_GCM will be selected by default, i.e. CE endpoint or 88xx/78xx IP phone.
