Description (partial)

Symptom:
There are 3 UI issues with the TAC Cases Feature:
1) The ISE Tech's are not in numerical order.
2) When choosing Tech, Subtech, or Problem Code the menu scrolls to the bottom the first time and there is a blank row at the end.
3) After adding a note to a case and refreshing the page, the newly added notes can not be expanded. It should start at the top with no blank entry at the bottom.
