Cisco Bug: CSCvv37350 - Installer not able to shutdown SCVM during "Configuring Network for Storage Controller VM"

Description (partial)

Symptom:
HX Installer 4.0(2b) taking a long time on "Configuring Storage Node" "Configuring Network for Storage Controller VM" step for one or many nodes.

Conditions:
- In network_setup.log on Installer see a lot of messages for "Waiting for stCtlVM stCtlVM-WZZ99999ABC to power down" 
- stCtlVM is not responsive from ESXi console.  
- See below exception:
