Description (partial)

Symptom:
After a downgrade of a SLO(Smart License Only) image to the IOS-XE 16.9.* train, ipbasek9 is seen as missing, however that doesn't impact router functionality and all other licenses(appxk9,securityk9...etc) can be activated.
