Symptom:
IP Bad checksum with "Rewrite TTL on Downlink Packets" feature

Activating this feature can corrupt the ip checksum on the downlink packets, causing packet drops.

Conditions:
following conditions must apply to be affected by this issue:
-"ip ttl x downlink" is configured under charging-action
-transactional-rule-matching (TRM) is enabled on the relevant rulebase or charging-action.
-Flow Aware Packet Acceleration (FAPA) is not enabled. The active-charging service does not contain the 'accelerate-flow' configuration.
