Description (partial)

Symptom:
SNMP polling encounters long delay when polling for OFDMA-related MIBS when 0 modems are using OFDMA channel or OFDMA not configured.  This can appear in the log as and SNMP RESPONSE_DELAY.

Conditions:
Polling cBR8 for D3.1 OFDMA MIBs when no OFDMA is configured and there are high numbers of modems (> 30,000).
