Description (partial)

Symptom:
When upgrading to CMM/CMS on 3.0, if the previous version is out of compliance, the system will go in enforcement mode and will show a warning on every call:

"your deployment is out of licensing compliance, please contact your administrator"

Even if there's less calls than the amount of licenses, it will continue as "out of compliance" until the 90 days since last peak had happened

When upgrading to 3.0
Having a shortage of one or more license type
