Cisco Bug: CSCvv35347 - RenewAuth alerts in CUCM when there is a failure with SLM

Description (partial)

Symptom:
On CUCM 12.5 whenever RenewAuth fails due to Communication error CUCM sends alarms/alerts via RTMT. 

Example:
Reason : The license authorization renewal has failed as of 8/02/20 6:00 PM.

The alarm is generated on Sun Aug 2 18:00:44 EDT 2020.

Reason : The system is unable to communicate successfully with Cisco Smart Software Manager or satellite.

Sometimes renewal is successful with the next request and sometimes after 4-5 requests. Sync is done every 6 hours.

This is a kind of false alert in most of the cases and it would recover immediately or after some requests RenewAuth request.

This is an enhancement to reduce false alerts on CUCM and their frequency.
