Description (partial)

Symptom:
In multi REP rings environment,  topology changes experienced in one REP ring are causing mcast forwarding outages in other REP rings (not touched by the topology change)
The outage lasts for ~130s and then forwarding is automatically recovered.
The outage affects only mcast traffic - unicast communication is no affected.

Conditions:
Multicast forwarding issue observed 
- on ASR920 platform
- working as REP edge for multiple rings
- in case of ethernet service instance leveraging VPLS bridging services 
- issue observed when 16.9.3 and 16.12.4 is used
