Description (partial)

Symptom:
When SNMP walk on the OID cefcFRUPowerOperStatus, the value returned should be 2 instead of 9 for both switches and for both PSUs when in normal operation conditions.
On certain setup after SSO we are observing value of 9 instead of 2 on 1 of the switch PSU as return value in SNMP walk of the OID cefcFRUPowerOperStatus
