Symptom:
In case of dual RP node,  RP switchover is triggered when active RP OIR is initiated by opening ejector.  The old Active RP is expected to go into SHUTDOWN state. But due to current issue RP card remains in "SHUTTING DOWN" state.

Conditions:
RP OIR has to be done using ejector press.

If card is left in same state (i.e seated), then after 15 minutes (shelfmgr timer expiry) old Active RP wll go to "SHUTDOWN" state. 

If an RP card is re-inserted within 15 seconds, the new card will not be detected.
