Description (partial)

Symptom:
in a complex forwarding chain such as:

BGP prefix, with a next hops(!) (ECMP) over TE tunnels, going out over IGP loadbalancing with bundle physical interfaces, after a tunnel up/down event, the fowarding chain may collapse incorrectly
and therefore resulting in partial blackholing for prefixes now wanting to forward over that flapped tunnel

Conditions:
complex forwardding chain with recursive loadbalancing over TE tunnels with multiple paths.
bundle underlay is not critical for this problem, but does add to complexity of fwd adj.

this problem is specifically seen when the ingress linecard is lightspeed.
egress linecard LS or TH is not a determining factor
