Cisco Bug: CSCvv33439 - Finesse cluster goes out of service if an agentid is "NULL" i.e. empty from ICM side.

Description (partial)

Symptom:
agentid being null or empty in ICM side leads to Finesse cluster going out of service.

Reboot of the Finesse cluster does not let the Finesse cluster come in service.
Re-cycle of the PG services or flipping the services does not help.

Finesse logs showed the line where the agent id was empty.

Adding a value to agentid field in ICM Config Manager does not fix the issue.

Conditions:
agentid is observed to be empty from ICM side
