Description (partial)

Symptom:
Wireless clients not able to connect due to dhcp failing. 

In the OTA and AP debugs we see that the dhcp discover packet is received by the AP but in the AP span capture we don't see the AP forwarding the discover packets to the ethernet. This leads to client not getting an IP.

Conditions:
Reported on 4800 AP running 16.12.3 but can affect AP2800/3800/1560 as well
