Description (partial)

Symptom:
After a config trigger of vrf delete and re-add, traffic may be affected in case of a timing issue on an RL node in RLD mode.

Conditions:
The issue may occur during a trigger for vrf delete and add. After VRF readd, tglean installs XR entries in EPM DB. However if there is a timing scenario where EPM has still not have received  the VRF add, update from tglean is ignored in EPM. 
XR entry is not programmed in hardware.

For RLD mode forwarding, XR entries need to be programmed in hardware.

One needs to clear the entry in tglean to re-trigger XR learn and programming EPM. Entry in tglean would get cleared if the local entry is cleared.
