Description (partial)

Symptom:
ISIS default route not advertised  even when "default-information originate" is configured under router isis.

Conditions:
1. Router isis configured 
2. Both  default-information originate and set-overload-bit on-startup wait-for-bgp suppress prefixes configured under router isis. 
3. When router is reloaded and it comes back up.

Issue was reproduced in 16.9.5 and 16.12.4 image in lab.
