Cisco Bug: CSCvv30476 - Clear crypto ipsec sa inactive command not deleting outbound SAs

Description (partial)

Symptom:
When facing an issue with stale SPI on the ASA using Ikev2, one of the workaround is executing the command Clear crypto ipsec sa inactive, which should delete all the stale spi entries.

Inactive inbound SAs deleted:  0
Inactive outbound SAs deleted: 0

After checking the asp table, we could find multiple spi on place and executing the command does not delete them, which forces to perform a reboot to clear those stale spi.

Conditions:
The problem is faced when you are not encapsulation traffic due to an old/state spi been used instead of new one, this causes the traffic to be blackholed.

Sometimes the command does not delete any entry if even there are multiple spi entries stuck.
