Cisco Bug: CSCvv28751 - Proxy settings using a Down-Level Logon Name can cause slow processing of mail.

Description (partial)

When a 13.5.x ESA is configured to authenticate to a proxy using a Down-Level Logon name for authentication, (e.g. domain\user), URL reputation services will cease to function properly, and mail processing can be significantly slowed. When this is encountered, the URL reputation client logs will show constant entries like the following:

The mail logs will show the following entries:

Thu Aug  6 15:21:04 2020 Info: MID 3307 not completely scanned for URL Filtering. Error: Deadline Exceeded

ESA with:
1. Service updates configured with a Down-Level logon name in the proxy configuration, (e.g. domain\user in the user name field).
2. URL Reputation Filtering or rewriting enabled.
