Cisco Bug: CSCvv28664 - Upgrade gets stuck at releasing lock due to Onmode utility getting failed while cleanup in /partB

Description (partial)

Symptom:
Below are the symptoms observed when we had issue due to onmode getting stuck,
1- Upgrade Stuck at releasing the lock on UI and install logs 
2- In cancel.log at /var/log/install/ we see below trace and stuck command ,

Warning: ONCONFIG /usr/local/cm/db/informix/etc/onconfig.ccmb is not owned by user informix (uid=512).
3- When we cancel upgrade through UI or CLI it never gets cancelled and cancel.log having same above traces as command gets stuck during cancel process also
4- If upgrade is initiated again from CLI it will say session already in progress and prohibit the admin
5- If initiated from UI , then it will stuck on releasing the lock , and image downloading will also not take place due to corrupt upgradeState.ser file at /tmp location

Conditions:
Issue is observed under below conditions ,
1- L2 upgrade from 11.x to higher releases or 12.x to higher releases from CLI and UI interface
2- Issue is mostly observed on lower OVA machines having multiple upgrades performed like 1vcPU 4GB , 2vcPU,4GB
