Description (partial)

Symptom:
Added a test .wav to "C:Program Files (x86)Cisco SystemsCisco JabberSoundsRingtones" for Jabber for Windows 12.8.2 & 12.9.0 but Ringtone is played only once when a call received.

    WAV_FORMAT_A_LAW_8KHZ
    WAV_FORMAT_G729

Conditions:
same problem was also reproducible in the lab by using Jabber for windows 12.9.0.53429 Build 303429.

C:\Program Files (x86)\Cisco Systems\Cisco Jabber\Sounds\Ringtones
