Description (partial)

Symptom:
Jabber 12.9 on Android cannot connect to phone services, although the same device was able to connect to phone services before.

A restart of the device fixes the issue

Step to reproduce:
1. User restarts the device and resets Jabber, then sign-in, everything works, phone services connects fine.
2. After sometime, could be a couple of days or a few hours, when the user launches Jabber again, phone services does not connect.

Jabber logs show a failure in starting calling services:
2020-07-21 19:48:33,224 ERROR [0x00000076e2ec74f0] [ftphonewrapper/CC_SIPCCService.cpp(2175)] [csf.ecc] [start] - Call to CCAPI_Service_start() failed.
