Symptom:
17.4.1:flex: CCKM: 8821 phone unable to connect on CCKM enabled WLAN

Flex (Local switch, Central auth, local assoc, fall back enabled, CCKM enabled,  11r disabled)

Problem Description:
With the above mention security(CCKM enabled), cisco 8821 phone unable to connect in connected mode.   OTA capture indicates, AP keeps sending "Request, Identity" and client never responds to it and finally, AP is sending deauth and this cycle repeats.  This is consistently reproducible.

Trigger for this issue : Assoc req from client must use CCKM as AKM and PMKID must be present in RSNIE. Awaiting private image results from submitter.
