MPLS-TE tunnel configured with a metric delegated with wrong metric

Symptom:
When tunnels are delegated to PCE, PCE uses PCUpd messages to update PCC with the up-to-date information regarding the tunnels. However, if metric type and value of a tunnel are not changed, PCUpd messages will not contain any data describing metric type and value. As a result, on PCC side, it sees no data regarding metric type and value in incoming PCUpd messages, thus when it updates the tunnel, it uses the default metric type and value. Later on when it sends PCRpt message to PCE, these messages will contain the default metric type and value, which is incorrect. Therefore, PCE will receive the incorrect metric type and value and overwrites the correct metric value and type.

Conditions:
If stateful PCE is used and delegation is enabled, this issue is guaranteed to happen.
