Description (partial)

When the Webex Teams for Windows client detects a proxy setting change, it is possible for the client to begin experiencing message send issues where messages fail to send, remaining in a "Sending..." state, never actually sending.
Outbound and file sharing messages are impacted, inbound text-only messages are not.

Webex Teams for Windows is the only Teams client known to be impacted by this at this time.
