Description (partial)

Symptom:
The value set in "Maximum Concurrent TLS Connections" on Lisener -> global settings page does not work.
If set value of Maximum Concurrent TLS Connections to "1",a second TLS connection is possible and 
the connection for the third TLS connection is refused.And if set "2" in Maximum Concurrent TLS Connections, 
It can connect up to the third TLS connection,but the fourth TLS connection is rejected.
