Description (partial)

Symptom:
9130 AP sends traffic to multicast client receiver on a different key index causing client not to process the multicast traffic. Initially after AP is booted up, the same key index is used and everything works normally but when the key rotation occurs, voice traffic is not processed by the client even for new authentications because AP uses key index 1 when client uses key index 2 for example.

After reboot, the key index is 1 and after the set interval of 24 hours, the AP will correctly switch to index 2 and tell the client to use index 2. However, from this moment on, the AP will switch back between indexes 1 and 2 but it will always tell the client to use index 2, causing the multicast traffic to fail for 24 hours while the AP uses index 1.
