Description (partial)

Symptom:
In a single leaf topology where there isn't any VPC connectivity, we could see the leaf not being able to join the APIC cluster for up-to 90mins after a Kernel panic or ungraceful power cycle event. Eventually, the leaf should be able to join the fabric.

There would be traffic loss on this leaf during that time.

Conditions:
In a single leaf topology where the leaf has only one connectivity to the APIC and there is not other path through spine/leaf.
