Description (partial)

Symptom:
When adding an Outscale cloud, proxy settings are not used to connect to outscale.com and adding an account times out if there is no possibility to directly access outscale.com.  The error message in the UI is "Cloud account is not valid. Invalid credentials provided." but the logs shows properly that the failure is due to a connection timeout.

Conditions:
This problem is present in Workload Manager 5.3.1 for both HTTP and HTTPS proxies
