Description (partial)

APIC does not support cancel upgrade in any version. Rollback the target version after upgrade started will not stop upgrade and it may cause APIC DB loss. This enhancement is filed to block APIC target version change unless below three conditions are all met. 

1. All APICs are online and cluster is fully fit.
2.The upgrade job (maintUpgJob) for all APIC are completed.
3. process is not running on any of the APIC.

APIC GUI should block changing the target version during cluster upgrade.
