Description (partial)

Symptom:
Deployment to an 8350 stack from an FMC fails with "Failed to hold the deployment transaction" error message.

Messages log shows SFDataCorrelator starting 30 event handler threads (10 of each type), then logging warnings about "Too many connections".
SFDataCorrelator:InitEventHandler [INFO] 10 event handler threads will be created for handler type 0
SFDataCorrelator:InitEventHandler [INFO] 10 event handler threads will be created for handler type 2
SFDataCorrelator:InitEventHandler [INFO] 10 event handler threads will be created for handler type 3

SFDataCorrelator:MySQLDatastore [WARN] Trying to connect to database server after error 1040: Too many connections

Conditions:
FMC and 8350 stack. This happens after enabling a file policy for the first time on the device.
