Description (partial)

Symptom:
The macsec_mka process may restart unexpectedly on IOS XR acting as Non-Key-server

Conditions:
This may occur on any XR MACsec enabled devices acting as Non-Key-server.
- This would happens only when peer router acting as a Key-server in a non-std behavior which sends the "SAK distribution" without sending the "MACsec SAK Use parameter set" along with it.
