Description (partial)

Symptom:
When there are more than one link between devices and ipv6 enabled on those link
but interface peering enabled only on some then ICMPv6 RA withdraw from one link
can wrongly delete dynamic bgp peer formed on another link

Conditions:
parallel links but bgp interface peering enabled not on all of them
