Description (partial)

Symptom:
DHCP server reports large number of request buffers in use, may report dropping packets because the Discover/Solicit limit has been reached, or may drop packets altogether because out of buffers.

It can also be observed that dynamic scope management operations are being used and these will sometimes also get stuck and not complete.

Conditions:
This can occur when leases are removed via dynamic scope management and failover is being used.
