Symptom:
VM in error state and shut with error message like "Error: Command failed: virsh define /tmp/a85234e5-8d1e-451d-bec3-3870b543bce6.xml\nerror: Failed to define domain from /tmp/a85234e5-8d1e-451d-bec3-3870b543bce6.xml\nerror: operation failed: domain 'Redhat' already exists with uuid 89068484-44e4-4af9-9eee-8c3a25ae64c5\n"

Conditions:
Deploy service chain/VM when required memory close to system total memory minus 3GB (which is reserved for system)
