Description (partial)

Symptom:
When the startup-config is removed from the C9300 switch running software version 16.12.3.
Even without reloading the switch, the PnP will overwrite the vlan config by CDP..

If the PnP vlan has any ip address or traffic, services are impacted.

Conditions:
Cat 9300 was onboarded into DNAC with PNP Day 0. 
Delete Device from inventory/Plug and Play Devices from DNAC.
Issue "wr erase" to remove the startup-config
