Description (partial)

Symptom:
We have created a custom menu access permission object and copied the Super Admin menu access object and marked the Administration | System | Admin Access menu item as hidden and assigned this menu access item to a new RBAC policy together with the Super Admin Data access object and associated it with an external AD group. The problem with this is that when an administrator that is member of this AD group can't see any users under Identities Management | Identities. 
It can create a user but once created,  it won't show and it wont show existing identities either and it wont show existing identities either.
this behaviour is observed when the user is not mapped to any user identity group.

Conditions:
RBAC policy configured with hidden menu access( Administration | System | Admin Access menu) item as hidden
