Description (partial)

Symptom:
HXDP upgrade from 3.5(2h) to 4.0(2c) fails with error "Bootstrapping Storage Node. Reason: BootstrapStorageNode Step Failed. Error: Some(System error). Ensure all the Storage Controller VMs are Reachable and Retry the Upgrade." on one node."

 Manual bootstrapping of the node fails with error

AttributeError: 'module' object has no attribute 'SSL_ST_INIT'
